THE MESSAGE
I would like to take a moment of your valuable time to call your attention to Isla San Antonio de Gamboa, Ancon, Panama, a serious human rights and ecological problem which your swift, strong and positive action can help resolve.

1. This community consists of Wounan-Embera Indians, which currently number only 2600 inhabitants in the entire world.
2. Recently a land concession was sold to a wealthy investor, Mr. Herman Bern and Tropical Rainforest Resort that included the land surrounding this community.
3. Mr. Bern has placed a roadblock in the middle of the public road, and the route to this community. He prohibits the free passage of tourists, public transportation, and US Government contractors to a government agency on the road, and anyone who cannot prove to the guard that they do not live in Isla San Antonio de Gamboa.
4. The US Government founded Isla San Antonio de Gamboa over thirty years ago to teach jungle survival techniques and the correct use of medicinal herbs and plants.
5. The community Isla San Antonio de Gamboa has been without steady income for more than four months because of this roadblock. This is the first time in more than twenty years that their children have not been regularly attending school because they do not have the funds to pay the costs.
6. The Gamboa Tropical Rainforest Resort is supposed to be an ecotourism project and they are persecuting one of their most valuable resources-the Indians.
7. In addition the Resort has been given in Custodianship a 100 hectares track of jungle to protect for the Republic of Panama. Instead they have implemented a scorched earth policy and in less than four months have cleared with equipment, fire and chemicals hundreds of meters of this natural reserve.
8. They have built paths through the jungle and are now planning to construct an Arial Tramway in the middle of this green belt and the Howler Monkey population so that the tourists can better view the area.
9. Mr. Bern, as a US Government subcontractor, representing the Inter-Continental and the Holiday Inn Hotel chains in Panama with his human rights position and ecological onslaught are in clear violation of US contracting law.
10. The Gamboa Tropical Rainforest Resort�s illegal closure of a public road is in clear violation of Article 46 of the Constitution of Panama.
11. Mr. Bern�s refusal to lift the roadblock when asked by Panamanian government officials demonstrates a clear disregard for the law and the rights of every Panamanian "the patromonia nacional" to access the Chagres Watershed, property of the State not one individual or group of individuals.
12. Tropical Rainforest�s Resorts systematic destruction of the jungle entrusted to the concession is a blatant disregard of the trust placed in them by every Panamanian and citizen of the World..
We are requesting swift, decisive, and just action to be taken to protect this endangered tribe, the rainforest from further destruction, lifting of the roadblock ensuring the nations right to free passage.
